Agreeable Emperor
Did you know that Bush hasn't issued a single veto since he's been in office? Normally that would be a sign of a weak president, one who is afraid to stand up to Congress. He's found a different answer, though. Instead, if there's a law he doesn't like, he signs it and then writes a little note that he doesn't plan on following it. It's something Reagan('s advisors) came up with called the "signing statement." Every president since has used it at least a little, but Bush has far exceeded anyone else. Around 750 times. Why worry about the law when you can just choose to ignore it? Since it's your job to enforce it, after all, so you don't really have to worry about anyone catching you.
